The Committee will meet as often as is necessary to complete their responsibilities. It is expected that the Committee will meet no less than biannually.

Justification:A Complete Streets Committee is being established in accordance with the Town's Policy 018 - Complete Streets to assist the Town in the compliance with the Town's Policy and in the furtherance of requesting grant funds from the State under the Complete Streets Program.

Responsibilities:The Complete Streets Committee (hereinafter "The Committee) is responsible for ensuring the implementation of the Complete Streets Policy and identifying existing practices, if any, that may act as impediments to implementation.
Accountability and Reporting:The Committee is accountable to the Board of Selectmen directly. The Complete Streets Committee will develop performance measures to periodically assess the rate, success and effectiveness of implementing the Town of Ashburnham Complete Streets Policy. The Committee will determine the frequency of assessment and utilize appropriate metrics for analyzing the success of this ordinance. These metrics may include the total number of new bicycle lanes, the linear feet of new pedestrian accommodations, number of retrofitted pedestrian facilities or amenities, number of intersection improvements made to improvements made to improve Level of Service (LOS) and safety for vehicles, pedestrians and bicyclists, rate of crashes by mode, rate of children walking or bicycling to school, and/or number of trips by mode. The Committee shall submit their evaluation of the Policy's implementations for publication in the Ashburnham Annual Report.
